Is this real PDF compression?

Yes for scanned or image-heavy PDFs: pages are rendered, downsampled and rebuilt as compressed JPEG layers. Text/vector fidelity may not be preserved.

Will selectable text remain selectable?

Not in visual compression mode. VaultPDF labels this clearly because the output is page imagery inside a PDF.
